AI data center development platform

Power-first AI infrastructure for the Black Sea region and the United States.

Euxine Digital develops, finances and delivers GPU-ready data center capacity. We start with validated power, package the financing, and build with an integrated U.S. engineering and construction team.

The Euxine platform

From power to production-ready AI capacity.

One accountable partner across the full development cycle, so tenants and investors deal with a single U.S. counterparty from site selection to energized halls.

The challenge

Is your AI capacity plan ready for the power era?

Demand for accelerated compute is outrunning the grid. These are the constraints we see stall AI projects most often, and the ones every Euxine project is built to solve.

Interconnection queues

Multi-year waits for utility capacity push AI deployments far past their business window.

Energy cost exposure

Volatile wholesale prices make long-term compute economics hard to underwrite.

Financing gaps

Lenders want signed tenants, and tenants want built capacity. Someone has to break the loop.

Supply chain and export rules

GPU allocation, U.S. export controls and long-lead electrical gear shape every schedule.

Residency and security

Sovereign and regulated workloads need clear jurisdiction, physical security and audit trails.

Why Euxine Digital

Built around the constraint that actually decides AI projects: power.

Land and buildings are easy to find. Firm megawatts, financing and a credible delivery team are not. Every Euxine project is scoped from those three outward.

Phase by validated power

No megawatt is marketed before it is secured.

Capacity is released in stages tied to confirmed grid allocation or on-site generation, so tenant commitments always match deliverable load.

GPU-ready density

Designed for accelerated compute from day one.

High-density halls planned for liquid-cooled GPU racks, with direct-to-chip and rear-door cooling options and heat-recovery pathways where the site allows.

Behind-the-meter energy

Natural gas, solar and storage, advanced nuclear.

Where grids are constrained, we evaluate on-site and adjacent generation to shorten time-to-power and stabilize long-term energy cost.

Federal-grade compliance

Built with government and regulated tenants in mind.

Security, supply-chain and cybersecurity frameworks informed by FIMS Consulting's federal advisory practice, including CMMC and U.S. export-control awareness.

Financing, packaged

Export credit, bank debt and private placement.

Teasers, information memoranda, technical design basis, power documentation and financial models prepared to lender standards.

Integrated EPC and risk

One family of companies, one line of accountability.

ConstraCore delivers engineering, procurement and construction. FIMS Assurance Group structures builder's risk, property and liability programs.

FAQ

Frequently asked questions

What does Euxine Digital do?
We develop AI data center capacity: securing power and sites, packaging financing, pre-leasing capacity to tenants, and delivering facilities through our sister EPC company, ConstraCore.
Where does the name come from?
The Greeks called the Black Sea Pontos Euxeinos, the hospitable sea. The name reflects how we want to work, as the partner that is easy to deal with and delivers, and our focus on the region rather than a single country. We also run a parallel domestic program in the United States.
Which markets are you active in?
We evaluate opportunities in Moldova, Romania, Bulgaria, Türkiye, Ukraine and Georgia, and are developing a behind-the-meter program in the United States. Each market is scored for power availability, political and regulatory risk, and financing eligibility before we commit.
How do you finance projects?
Depending on the project, through U.S. export credit (Export-Import Bank of the United States), development finance, commercial bank debt and private placements. Lenders require signed capacity commitments, so we pre-lease capacity before financial close.
Can I reserve capacity before a facility is built?
Yes. Tenants can submit a non-binding capacity letter of intent that reserves priority on a future phase. It converts into a lease as power, permitting and financing milestones are met.
What kind of power do your sites use?
Grid supply where capacity is available, and behind-the-meter options where it is not, including natural gas generation, solar with battery storage, and, over the longer term, advanced nuclear. We only market capacity backed by validated power.
Do you work with investors and landowners?
Yes. We co-develop with partners who bring capital, land, power rights or signed tenants. Participation is milestone-based and tied to what each partner contributes.
Who owns Euxine Digital?
Euxine Digital LLC is a Delaware company owned by Federal Integrated Management Solutions LLC (d/b/a FIMS Global), headquartered in Bethesda, Maryland. All platform decisions are made in Delaware; a local project company is formed only when a site document requires one.
